No. Discord DMs are one of three notification channels. You also get email (all plans) and SMS/text (Plus). You can enable any combination. Most Plus users enable all three for maximum coverage.
No. Alerts are sent as direct messages from the tcgSniper bot to your personal Discord account. You don't need to join any server to receive them (though we do have a community Discord for support and discussion).
Discord DMs are a Plus feature ($5/month, first month free). The free Base plan includes email notifications. If you want Discord and SMS alerts, Plus is the way to go.
